Meet Troy 

Experience and Leadership Delivering Results for Lancaster County

Troy has spent most of his life in public service.  He served over twelve years in the United States Air Force, achieving the rank of major and leading the Manpower and Organization unit for the largest combat wing in the Air Force.  After leaving the Air Force, he moved to Lincoln with his family and began attending law school.  Upon graduation from the UNL College of Law, he began working for the District Court as the Court Administrator, and then was unanimously appointed by a bi-partisan County Board as the District Court Clerk when the incumbent retired mid-term, where he has served for eight years.

Troy brings experience and knowledge to the Clerk of the District Court.  As a licensed attorney and member of the Nebraska Bar, he not only understands the legal duties and responsibilities of the position, but he also has a keen understanding of the issues facing judges, attorneys, and the litigants that rely on the Clerk of the District Court to do the job right. 

As a Veteran, Troy brings proven leadership abilities and integrity to the Clerk's Office.  His years as an officer in the Air Force taught him how to lead people, and gave him the sense of responsibility to his country and its citizens that he still carries today.

Troy and his fiancé, Dr. Jodi Delozier, are both long-time residents of Lincoln and University of Nebraska  graduates. Troy is the proud father of two daughters; one a recent college graduate, and one in her third year of college.   

 

Troy has been honored to serve the people of Lancaster County and the county’s judicial process as Clerk of the District Court.  His goals are to continue to make sure the District Court Clerk  procedures are well-managed to provide for swift outcomes of cases, ensuring taxpayer dollars are spent efficiently and effectively, and leveraging technology to improve access to the Courts,
